The Texas Education Agency is in charge of ensuring that local school districts are following the law and ensuring that students achieve academically. They measure academic achievement by how students perform on the STAAR test and by college, career and military readiness. According to state law, if a school district allows a single school to fail to meet state accountability standards for five years in a row, the TEA has the authority to intervene. This could look like requiring the district to partner with a charter school to run the school, requiring the district to close the school or by appointing a board of managers to run the entire district.

If TEA replaced our current locally elected school board with a board of managers, the TEA-appointed board would make decisions about all district operations including hiring and firing staff, curriculum, programming and more.

There have been many disruptions to how TEA measures school performance over the last several years. Below is a timeline of how TEA measured Dobie’s academic performance over the last several years: 

• 2018-19 - "F": This is the first year the state introduced the “A-F” ratings. The year prior, Dobie met accountability under the former system. 
• 2019-20 - Not Rated: Students did not take the STAAR test due to the pandemic. 
• 2020-21 - Not Rated: TEA did not give schools ratings because of the declared state of disaster caused by the pandemic. 
• 2021-22 - Not Rated: The state determined that schools that would have received a “D” or an “F” would be considered “not rated” in acknowledgement of the hardship schools faced coming out of the pandemic. If Dobie had received a rating, it would have received an “F.” 
• 2022-23 - Not Released: State courts prohibited TEA from releasing school ratings because TEA was facing lawsuits tied to allegations of unfairness around how schools were graded and changes to the STAAR test. The courts have recently dismissed the lawsuit, but TEA has not yet shared a timeline for when or if accountability would be released. If ratings are released, our calculations show Dobie would have received an “F.” 
• 2023-24 - Not Released: State courts again prohibited TEA from releasing school ratings because TEA was facing lawsuits tied to allegations of unfairness around how schools were graded. If ratings had been released, our calculations show Dobie would have received an “F.”
• 2024-25: School ratings will not be calculated until the end of the 2024-25 school year. While there have been meaningful improvements at Dobie, the results of mid-year student assessments indicate that Dobie will not receive a rating of “C” or better.

We expect the lawsuits will be settled sometime this spring and it is likely that TEA will be permitted to release the ratings from the last two school years. TEA has indicated that once the lawsuits are settled, districts will immediately be held accountable for their ratings. This means that TEA would have the authority to appoint a board of managers to run the district.

In Fall 2024, �鶹������ý ISD was developing a plan as part of an application for a state grant to fund intensive interventions to support significant improvements at Dobie. In December, we held a community meeting to hear your feedback on that plan led by our superintendent. 

We believed that under Dobie’s current leadership, these extra funds would allow Dobie to make the necessary gains to avoid the threat of TEA intervention. Unfortunately, the grant was very competitive and we were not awarded the funds necessary to pay for the additional investments we planned to make at Dobie. 

At that time, we also believed that we would have two years to get Dobie where it needs to be to avoid a TEA intervention. More recent conversations with TEA have made it clear that we do not have as much time as we believe is necessary to make the significant gains TEA requires.

The district must choose one of the following options for Dobie: 

• Restart the school for the 2025–26 school year in partnership with a charter school approved by the Texas Education Agency. This would be similar to what has happened at Mendez Middle School with Third Future Schools. The charter school would have the authority to hire all campus staff, including teachers and the principal, and we could not guarantee positions for current staff. 
• Permanently close Dobie at the end of the 2024-25 school year and reassign Dobie students to another �鶹������ý ISD middle school for the 2025-26 school year. 
• Temporarily close Dobie at the end of the 2024-25 school year and develop a plan to reimagine the school. Current Dobie students would be reassigned to another �鶹������ý ISD middle school for the 2025-26 school year and a new school would open at the Dobie campus at a future date.

The reality is that the level of improvement needed will take time. While we recognize the strength and dedication of Dobie’s current leadership and staff, the district cannot take the chance that Dobie will not make the level of improvement necessary to avoid TEA intervention.

Decisions around possible school closures or partnerships with charter schools are made by the �鶹������ý ISD Board of Trustees. The superintendent and his leadership team are responsible for developing a recommendation to the board. That recommendation will be based on what they believe is best for Dobie students and will be informed by the input and feedback we receive from Dobie Middle School students, families, staff and community members.

TEA requires that the district submit a plan for the future of Dobie by Wednesday, April 30. The board is scheduled to discuss and potentially vote on the future of Dobie at their April 24 Regular Voting Meeting.

We understand that none of our options are ideal and we believe that community voice is incredibly important as we make this decision.

This depends on what option the board votes on for the future of Dobie. The funds could stay at Dobie if the school is restarted with a charter partner or if it is reimagined in the future. If Dobie permanently closes, the funds would be re-allocated to another project to benefit students in the region. The dollars would follow Dobie students to the extent possible. The district will collaborate with the Community Bond Oversight Committee and the Board of Trustees around any decisions to re-allocate bond funds.

En otoño de 2024, el �鶹������ý ISD estaba creando un plan como parte de una solicitud de una subvención estatal para financiar intervenciones intensivas para lograr mejoras significativas en Dobie. En diciembre, tuvimos una junta comunitaria para escuchar sus opiniones sobre ese plan liderada por nuestro superintendente. 

Pensamos que, bajo el liderazgo actual de Dobie, estos fondos adicionales le permitirían a Dobie tener el progreso necesario para evitar el riesgo de una intervención de la TEA. Desafortunadamente, la subvención era muy competitiva y no nos dieron los fondos necesarios para pagar por las inversiones adicionales que planeábamos hacer en Dobie. 

En ese momento, también creíamos que tendríamos dos años para llevar a Dobie adónde necesitaba llegar para evitar una intervención de la TEA. Conversaciones más recientes con la TEA han dejado claro que no tenemos tanto tiempo como el que creemos es necesario para tener el progreso significativo que requiere la TEA.

El distrito debe elegir una de las siguientes opciones para Dobie: 

• Reiniciar la escuela en el ciclo escolar 2025-26 en asociación con una escuela chárter que haya aprobado la Agencia de Educación de Texas. Esto sería similar a lo que ha ocurrido en la Escuela Secundaria Méndez con Third Future Schools. La escuela chárter tendría la autoridad para contratar a todo el personal escolar, incluyendo los maestros y el director, y no podríamos garantizar los puestos del personal actual.
• Cerrar Dobie permanentemente al final del ciclo escolar 2024-25 y reasignar los estudiantes de Dobie a otra escuela secundaria del �鶹������ý ISD para el ciclo escolar 2025-26. 
• Cerrar Dobie temporalmente al final del ciclo escolar 2024-25 y crear un plan para reinventar la escuela. Se asignaría a los estudiantes actuales de Dobie a otra escuela secundaria del �鶹������ý ISD para el ciclo escolar 2025-26 y se abriría una nueva escuela en el plantel de Dobie en el futuro.

La realidad es que el nivel de mejora necesario tomará tiempo. Aunque reconocemos la fortaleza y dedicación del liderazgo y el personal actual de Dobie, el distrito no puede correr el riesgo de que Dobie no alcance el nivel de mejora necesario para evitar evitar una intervención de la TEA.

Las decisiones sobre posibles cierres de escuelas o asociaciones con escuelas chárter las toma la mesa directiva del �鶹������ý ISD. El superintendente y su equipo de liderazgo son responsables de hacerle una recomendación a la mesa directiva. Esa recomendación estará basada en lo que piensan es mejor para los estudiantes de Dobie y estará fundamentada en los comentarios y la opinión que recibamos de los estudiantes, familias, personal y miembros de la comunidad de la Escuela Secundaria Dobie.

La TEA requiere que el distrito entregue un plan para el futuro de Dobie a más tardar el miércoles, 30 de abril. La mesa directiva tiene programado discutir y posiblemente hacer una votación sobre el futuro de Dobie en su junta ordinaria de votación del 24 de abril.

Entendemos que ninguna de nuestras opciones es ideal y pensamos que la opinión de la comunidad es increíblemente importante para tomar esta decisión. 

• Ayúdennos a entender lo que quieren para Dobie llenando la  antes del martes, 15 de abril. 
• Acompáñennos a una conversación sobre el futuro de Dobie a las 5:30 p.m. del lunes, 14 de abril en la Escuela Secundaria Dobie.
• Los estudiantes, familias, personal y miembros de la comunidad de Dobie pueden opinar sobre el futuro de Dobie en la audiencia pública de la mesa directiva a las 5:30 p.m. el jueves, 24 de abril. También pueden dar su comentario público en la sesión informativa de la mesa directiva del jueves, 10 de abril. Esto depende de qué opción elija la mesa directiva para el futuro de Dobie. Los fondos podrían quedarse en Dobie si se reinicia la escuela con un socio de escuela chárter o si se reinventa en el futuro. Si Dobie cierra permanentemente, los fondos se reasignarían a otro proyecto que beneficie a los estudiantes de la región. El dinero seguiría a los estudiantes de Dobie en la medida que sea posible. El distrito colaboraría con el Comité Comunitario de Supervisión de Bonos y la mesa directiva para cualquier decisión de reasignar fondos del bono.
